3. If you look at the beginning of the vids it looks like she was waving them on

Just before the ICE vehicle stopped she had the window open and seemed to be waving them on to pass her and it looks like they had plenty of room to do so. It does not look to me like she is trying to block them. To the contrary, it looks like she was trying to get out of the way.
