He was not apprising the situation in the manner which a competent law enforcement officer would have.

As I stated on another thread, for all we know, he may have been live streaming on Facebook in order to impress his friends.

When he snapped out if his reverie, he was not mentally sharp enough to properly make life and death decisions. His impaired judgment resulted in the tragedy.
