7. From one angle it doesn't look as if the car hits the ICE agent, but

from another angle, it looks like he kinda bounces off it as it pulls away.

Either way, the agent could have easily avoided being hit by the car if he wasn't busy pulling his gun out and shooting the driver.

I think this is relevant:

DHS policy "generally" prohibits ICE agents from discharging firearms for the purpose of disabling a moving vehicle. However, the policy includes an exception for when the subject in a moving vehicle is "threatening deadly force" with the vehicle or by other means. This exception states agents should only discharge their firearm when "no other objectively reasonable means of defense is available."

The agent clearly had another objectively reasonable means of defense -- simply stepping out of the way. Instead, he took the time to pull out his gun and aim it, putting himself in danger.
