You'll see the car just start to move. The thug who shot her is in front of the car leaning over it, and the car appears to shove him slightly (even though his feet slide a bit on the ice is is still able to maintain his balance), he fires off the first shot, the car speeds up, and he fires the 2nd and 3rd shot through the window.

I'm not claiming the shooting was justified - the idiot walked in front of a car with a driver in it as it was being surrounded by ICE - with two other thugs approaching the door of the car to pull her out. Clearly not a smart move. He clearly wasn't injured by any contact. And he could clearly have continued his path toward the driver's side of the door had he not decided to stop and aim his gun at her.

The only dispute is the timing. He was slightly in front of her car both when he fired the first shot and when the car started moving forward and to his right.
