Analyzing only the single video, I initially reached the same conclusion. It was only when I saw the second conclusion, then went back and looked at them together, that it is clear to me that there was contact between the car and the shooter (could well be because he was leaning on it to take aim), then it started to move.

It was not dangerous contact (until he killed her and let a driverless car loose). If he went to the hospital, it was just for show. He walked around the scene for a few minutes, not limping, not doubling over in pain, he didn't have any of the physical protective reaction that most people would have with even a minor tap with a car.

He put himself in danger by walking in front the car (by walking around the front of the car when he could see the two other agents were about to try to pull her out of the car).
