3. If an agent was injured in the field it makes no sense to put him back to work

in circumstances where he is likely to encounter a situation similar to the one in which he was injured without first making damn sure he's recovered psychologically; the likelihood that he would overreact is considerable, and that's what seems to have happened here. It doesn't absolve him, of course - he walked in front of the car contrary to his agency's guidance, shot into a car also contrary to that guidance, and was recording with his own phone while holding his gun in his other hand. Who does that, and why? If these guys want a record of what they do they should be wearing body cams like most other cops.
