But what I saw from Krasner and Bilal is that as soon as that masked icehole commits ANY actual crime, they can expect to be arrested and have their identity revealed. As Bilal said, they will not be "whisked away" to protect their identity as the Feds want to do. The local police will do the arrest and there will be no "whisk away" protection.

But being masked in itself is not a crime. Being masked and openly carrying ... I can't speak to the legal details of what has to be displayed for them to pass legally as federal law enforcement. But I bet Bilal et al have that covered.
