In California, for example, consensual sexual contact between an 18-20 year old and a 16-17 year old, while technically considered unlawful intercourse or statutory rape, is neither reportable by mandated reporters, nor is prosecuted by local district attorneys.
Weir co-founded the Grateful Dead (originally known as the Warlocks), in 1965 when he was 17 turning 18.
If you have some specific anecdotes of Weir having sexual contacts with minors, and the ages of both him and the minors at the time, please share them, as it is rather pointless to criticize and judge him post mortem without specifics.
