Trying to instigate confrontations by claiming vehicle was a weapon when it wasn't and then shooting driver dead in self-defense.

Must work as Frank Figliuzzi, MSFBI guy, said in the decade he was a member then head of the FBI unit investigating "agents discharging weapons" during the course of work they never once found a single case where the agent was at fault. Not one.

It's parallel to Detective Tracy planting a drop gun. He seldom, if ever, has to explain to jury.
