Places plagued by ICEholes should dress up in militia gear and blend in, pretend to obey orders but don't actually do any of it, defeat all their attempts at whatever they are trying to do and suddenly disappear before they figure it out, rotate players so they are constantly trying to figure out what's going on.
Also, supersoakers when in cold places.
