App still gives error message at 10:30 pm Eastern.

I'm a total web illiterate, but I wouldn't rule out state actors.

"Starting at around 7:45pm ET (4:45pm PT) and expanding rapidly as of 8pm ET (5pm PT), YouTube is down in a fairly widespread outage. There are nearly 300,000 reports on DownDetector and growing, with a large spike for both Google and YouTube TV on the outage tracker as well – as far as we can tell, though, this is primarily a core YouTube outage."
