23. If I'm not mistaken, someone would need to file a lawsuit challenging the infamous immunity ruling.

To my knowledge, that's the only way to force SCOTUS to reconsider a previous ruling. I don't have the legal knowledge to even imagine what form that might take or what the arguments would be, but once SCOTUS rules on an issue, that ruling stands until and unless it is successfully challenged in court, all the way up to the top.

If the above is not accurats, I welcome the assistance of someone more knowledgeable to provide correction.
