And if you give credit to Obama for following the law on notifying Congress, Trump sent notification to Congress within 48 hours of his incredibly stupid attack on Iran, so it's not really fair to not at least acknowledge that he did follow the law on that. One of the bigger flaws in the War Powers Act is that notification is only required to go to the Speaker and the President of the Senate and Republicans aren't exactly big on sharing with us.
With Obama (and later Trump) Congress specifically denied the use of military troops in Syria, but but Obama and Trump put military troops on the ground (nominally for training purposes).
The root problem is that every president has pushed the line on using the military without congressional approval, much less a declaration of war. We use our military too freely as a foreign policy tool without sufficient oversight from Congress, and while I like to believe Democratic presidents are more careful in the application of that than Republicans, it's definitely been a thing we do.
