Just spending isn't enough. It's a new world with drone warfare and other methods.

And this might not be a bad thing, the US is no longer the force for good and the defender of the vulnerable in the world, so having a world where we cannot act with as much impunity is not such a bad thing. Imbalance of power when you have bad actors is not a good thing. Under Trump, the US can no longer be trusted.
