The aim is to raise or eliminate the cap on earnings that are subject to SS tax, currently in the low six digits, and adjusted annually. So a billionaire and a mid-level manager currently pay in to the system at the same rate. By raising or eliminating the cap, we would subject more billionaire earnings to SS tax. Payouts would stay coupled to what you paid in.
