5. Countries that start wars without just cause should not have nukes

Russia and the USA top that list.

However, that would make them vulnerable to nuclear blackmail from adversarial nations with nukes.

There is something to be said for the Mutually Assured Destruction that likely prevented the Cold War from exploding into WW3.

There is also something to be said for the failure of nations on this planet to get rid of nuclear weapons all together (two words on purpose).
