Of 1964. You cannot legally make decisions on the basis of sex unless it is a BFOQ (such as requiring applicants for a job to model women’s fashions to be female). Race cannot legally be a BFOQ. Unless these officers were demonstrably less qualified than those you are promoting, you should be sued into oblivion.

(Not a lawyer but many non-lawyers have this basic understanding of what managers in the US cannot do legally.)
