He got an announcement of a deal on his birthday, and he got a photo op of him signing his name like a big boy in a palace with lots of gilded crap and mirrors in it. That was the extent of his motivation and interest, that exhausted his nearly nonexistent message-discipline. Now it is back to flailing around day to day in fickle headline reaction mode, and his minions making daily policy swings to match.
