2. Right. Algae was always going to be there, and it can be controlled to some extent.

The real fuckup, which is both sad and hilarious, arises from the fact that Trump made a huge deal out of the "restoration" of the pool from its horrible, slimy, decrepit condition that was of course the fault of Obama and Biden, by hiring his no-bid pool guy to paint it "American Flag Blue" - and the paint peeled after only a few days. The whole job, start to finish, was completed in only eight weeks. Had it been done properly it would have taken most of the summer, because the concrete would have had to dry, some kind of primer applied, and the paint allowed to cure before the pool was filled. The hydrogen peroxide added to kill the algae wasn't what caused the peeling (it wasn't concentrated enough); it was inadequate preparation. Trump wanted the work done before the big 250th anniversary - July 4 celebration, which he is hijacking as a celebration of himself. Instead he got a big pool of algae and peeling paint chunks, a situation he is now trying to blame on Antifa saboteurs, like the Olympic canoeist who dared to take a photo of the mess.
