the Soviet government used to have 5-year plans and the communist government of China still has 5-year plans. Even India had them until 2017. I don't know how good or bad they turned out to be but no doubt they contributed to more people doing more longer-term thinking.

Would it make a difference if U.S. political parties had 5-year plans? It might contribute to more longer-term thinking but harder to enact long-term policies when so much is driven by free markets rather than a centralized government.
