3. As long as the person reporting this only spoke with the authority's then they have qaulified immunity.

It's the same law as reporting a person for any alleged crime to police can't sue you for it. If they go to newspapers to allege the crime then they could possibly sue you. We don't want people to be sued for reporting a neighbor for allegedly beating their spouse in the street to 911. Just sayin...
