66. In the US, each state can levy its own state sales tax

Or not, if they decide not to. The French départements and the German Bundesländer can’t do that. A national sales tax in the USA would have to either replace the different state and local (NYC eg) taxes or else come on top of them. The individual states would never go for being forced to accept either scenario.
