It would be illegal for Donnie to negotiate a deal, based on him becoming president, as that would be conducting foreign policy as a private citizen in violation of the Logan act.

And it would not surprise me at all if Donnie tried this.

But merely meeting and even discussing status and planned policies isn't illegal. Arguably, candidates *should* become familiar with key allies and significant foreign figures. They just shouldn't conduct foreign policy until they're in office.
