There are a couple of things folks need to know about this. First of all, you can ask for a lower rate of withholding and it will almost certainly be allowed. Second, if you think the overpayment is wrong you can file an appeal, called a reconsideration, and withholding will stop until a decision is reached. Thirdly if the overpayment is not your fault and you can show you cant afford to repay, it can be waived

True..but say at the start of a new year when it was known everyone gets a raise they over pay a person by $30.00

I don't object if it's for those that have other sources of monies in the +5k area as they can likely afford it.
