There is an overall 10% tariff where no higher tariffs have been applied, or is that on top of the announced and previous tariffs?

There is an overall 25% tariff on foreign cars. Is that on top of other tariffs? Or is it a minimum? Is it 25% on German cars, which is more than the 20% on Germany (EU)?

No clarity. Lots of bloviating, nonsensical lies, but none of the important specifics.
