Clayton was originally nominated in January and has been blocked by the Senate (with an almost universal hold on all U.S. Attorneys), so he was then appointed as an "interim" and when that interim term expired, the judges in that District opted to renominate him again for "interim" (but he would still need Senate confirmation to be "official" ).
