17. Shouldn't Republican congressmen from those states threaten to not caucus with the Republicans?

California or New York alone have enough Republican congressmen to give Jefferies the majority. If Trump actually moves to do this, representing THEIR state means they have to support stopping this.

Turning Independent and caucusing with the Democrats does that.
