5. "Roe v. Wade was for the longest time considered settled law."

The difference is - "Roe v Wade" was NEVER an explicit "law". That dream has been something that Democrats and pro-choice advocates have been trying to get enacted for just the very reason of gaining some stability as a "law of the land" versus leaving it up to the states (even if ruled unconstitutional for some reason in the future).

The creation and make up of the Federal Reserve and its Board of Governors, etc., WAS done by a series of actual laws that 45 has been trying to poke holes in or create and/or find loopholes in.
