A lot of agencies were and still are using the Ford Explorer PI trim -

And some are equipped with all kinds of storage options, e.g., -

It sounds like this happened "during a protest" and it's possible they didn't lock their stuff up, so with all the noise and commotion going on, and if there are a lot of cars in the area (including unmarked GOVs), then it's definitely conceivable.

Remember if they are going "plain clothes and are in targeted neighborhoods where there are concentrations of immigrants, do you think there would be a pile of potential "targets" standing outside "watching" and willing to report something?

I mean seriously.
