The problem here is that while Noem has been partying down in FL and DHS has continued to issue nonsense notices about their "arrests" of "Murderers, Pedophiles, and Drug Traffickers", they have a notice at the top of their webpages indicating that their website is not being "actively updated" due to the lapse.

So whatever Bulletin they issued must have gone out directly to select news orgs (I saw USA Today mentioned it too).
