16. I think the key is that conservative religious sects of Islam

segregate schooling by gender and apparently since that area where the compound is located, follows the more conservative ideology, any boys who were there were either originally segregated in that school building that has been designated for girls, perhaps pending a new building for them -or- they DO have their own building at the compound not yet named, -or- they were at the compound for some event.

I.e., they don't do "co-ed".

Supposedly that school is for children of the military, and any others are invited to attend based on whatever criteria they use to select those from non-military families.

I don't think Iran has gone as severe in the imposition and enforcement of Sharia law, "nationwide", as the Taliban in Afghanistan, but even during religious services, girls/women are separated from the boys/men.
