This rule should only be applicable to students who enrolled after the rule was approved. I'm not sure, but legal eagles may be able to argue that changing the rules after students have consented to undertake theses, papers, etc. might arguably be breach of an implied contract.

Typically, when schools change rules in drastic ways, they only become applicable with the next incoming class.
