3. Is Means or Saphier a commissioned officer in the U.S. Public Health Service Commissioned Corps (USPHS)?

That is a requirement of U.S. Code.

If not, why are they even being nominated. Means' bio does note indicate she is a member of USPHS. Saphier's bio also does not indicate she is a member of USPHS, but at least she doesn't seem to be as corporate as Means.
