Get people mad at the "welfare queens", and make them work so that they fall off the "benefits cliff". The benefits are too low to live on, but you can't earn enough to get up off the floor.

The work requirements thing is particularly sneaky and pernicious in my book. I have no doubt that it is deliberately engineered to purge the social safety net.
