15. Unsolicited suggestion for Ukraine

Announcement from Ukraine to the citizens of Moscow: Russia has deliberately targeted our hospitals, schools, apartment buildings, cultural/historical structures, train stations, power and water facilities, and other places primarily civilian in nature. To date Ukraine has chosen not to do this. However we are about to make an exception. Sometime in the next week, we will attack one or more apartment buildings in Moscow. We do not wish to kill or injure occupants so we are urging residents of those buildings to evacuate to assure their safety and avoid becoming casualties. See you next week!
