by adjudication in the courts, Trump can apply it any way he wants.

But in terms of logic, as Shrub and Powell have used the term in the past, it would suggest that weapons of mass destruction would be within the sole realm of nuclear weapons and chemical weapons. Meaning that these devices would be indiscriminate against countries and their civilians.

Fentanyl affects the users, not necessarily those in the vicinity (with the exception of a nursery school last year where toddlers died due to the fumes of hidden Fentanyl).

I would expect this new directive to end up in court.
