he believes the material is still out there and still a threat to the people who have been propping Trump up.

If Putin had all the blackmail material, Trump would be happy. But the thing about digital content is that it is very easy to make multiple copies. It wouldn't be surprising to find that Maxwell has a big stash of it locked up with some lawyer who has orders to release all of it if anything happens to her.
