Loggers wear these, and they're something you make yourself: you buy a pair of canvas Tin Cloth pants from Filson in Seattle and soak them in molten paraffin for about half an hour. After you get them out and let the wax harden, you roll them around in your hands for a little bit to flake off the excess wax. How you wash them is by spraying them off with a garden hose. They're called tin pants because they're so stiff they sound like crumpled tin foil when you walk.

Maybe Melania heard about tin pants and decided to make herself some, not realizing they're not really made of tin.
