I would surmise that smell is because of the materials the tennis balls are made from. Just like that "new car smell" if from a combination of materials used in construction of the cars interior. As the plastics, leathers, trim, etc., outgas you slowly lose that aroma over time.

I used to take one of my doggos to the dog park and it was loaded with tennis balls. Tennis balls covered in the filthiest of everything imaginable!! The dogs didn't seem to care much!
