It is ceramic, maybe Holt Howard. A black haired lady sitting in a rocker. She is the salt and the rocker is the pepper. Unused, no damage. I was tempted to keep others, but I'm trying to downsize 
The collection was her grandmother's. My neighbor kept them a long time, then realized that no one in the family wanted them. There are about 300 sets.
How many sets do you have?
