11. The bar to sue the federal gov't is very high

She may have grounds to but getting the evidence to convict a jury will be difficult if possible at all. She would be best to personally sue the prosecutors she says she feels sorry for. This would yield a more likely successful outcome since immunity ends if she can show her individual rights were violated. This would send a good message to other prosecutors who might want to reconsider “following orders” in the future.
