The best case scenario is they get rid of the algae and expose the extent of the multi million dollar 'paint job' peeling off. It's set to be debacle after debacle.

His legacy will be 'The Tarp' to symbolize all his cover ups. For his Presidential Library he can just pocket all the money and put up a tarp. No one will ever know there is nothing behind it, just like the Emperor who has no clothes.
