Nathan Deal colluded with our state GOPers to make it damned near impossible, even for Governor Carter, to expand Medicaid. HB-990, which was pushed by Deal, gives that authority to the legislature (which will remain in the hands of GOPers for quite some time due to our gerrymandered districts).
