If he'd been head of the department it might have been possible to hold him responsible for the damage he did to the department and the public. He was/is an advocate of "warrior" police tactics. They can sell shirts that say "Back the Blue" but he is a big reason people lost trust in the MPD.

I wonder if this store is a griff he and Liz cooked up.
