and numerous government interactions, you’d think something like this would get caught by the fed gov’t. If I read this right, the correct SSN holder had to bring the fraud to authorities’ attention.

VISA and Mastercard should teach feds how to find crimes like this. I get probably one call a month from Citibank fraud detection over some charge they deem suspicious.
