Can't say about the other red states. It's unwise for those who dig to ignore the rules because they are financially liable if they don't call in the request and wait the period of time required for marking. (I worked for an underground contractor for many years.)

You're right about most of that stuff... at least in parts of red states. I think even some blue states have areas that aren't quite so strict.
