are very rarely "full and fair." They generally involve breaking prior commitments and offering less and less to incoming employees.

A truly "full and fair" system would honor retirees and seek to expand retirement plans to all, not just public employees. If legislators were to give fully funding retirement a "full and fair" hearing, I'm sure the neoliberals would get their "full and fair" opportunity to be heard as well.
