I suspect those who are having issues are kept from being trained in combat.

Another factor is that they are trained to direct their anger towards Palestinians. In that case the tribalism works for them (sucks for the Palestinians though).

I do think that even teachers carry weapons over there (at least that is what I saw in pictures after Sandy Hook).
