3. 1000 people is barely a town...why would it need multiple people police force

The normal ratio target is 2 per 1000 people in the US (which seems high to me).

That would seem like some mid level title (sergeant) and another officer.

We are over policed in general and this town has white collar ineptitude or graft problems
