...if I'm reading the article correctly, a voter can voluntarily photograph a ballot and publish it on this website.

But so what? How does that mean anything to the official count of all the ballots recieved and verified by the state?

Unless each and every ballot is photographed when it is cast and verified, and then published on the website, the website can not be holding a final count to compare to the state count, it's only a uselss collection of a portion of the votes.

So what exactly is the true purpose behind setting up this website?
